Henderson County, North Carolina would like to take over enforcement of erosion and stormwater pollution controls. Not only would it relieve the state of the monitoring burdon–only one state engineer is assigned to the 19 mountain counties–it would give the counties much needed revenue on erosion control-related development fees.
