New York State has raised its bar for fines, slapping the developer of a $70 million project with a $100,000 fine for stormwater violations. It’s the largest single fine issued by the state, and once again underscores how no matter how wide the net of stormwater education is cast, there will still be developers who do not establish enough oversight.
