Report Cites Lack of Liner "Significant Factor" in Coal Ash Failure

REPORT: The Wisconsin Department of Natural Resources has determined that the lack of a pond liner in a stormwater pond above a coal ash landfill led to the 31 October 2011 bluff collapse at a We Energies power facility along the shore of Lake Michigan.
