Denver, Colo. – Region One of the International Erosion Control Association (IECA) has announced that “Modeling Sediment BMP’s in Sensitive Areas” has been named the winner of the Most Distinguished Technical Paper Award for Environmental Connection 2013. This award honors the presenters who have demonstrated excellence within the content of their Environmental Connection technical presentation. The paper was submitted by Stephen H. Peck, PE, Paul Wisheropp, PE, and Andrea Manha, PE.
Stephen H. Peck, PE, has over seventeen years of experience in civil, municipal and environmental engineering with an emphasis on environmental improvement/restoration and Lake Tahoe Basin projects for over the past eleven years. He has extensive working knowledge and experience on Environmental Improvement Projects (EIPs), such as erosion control, watershed restoration, air quality, pedestrian/bike trail, stream/river restoration, and water quality improvement projects. Mr. Peck additionally has extensive experience in municipal engineering and implementation of Capital Improvement Projects (CIPs), such as roadway reconstruction, water distribution systems, sanitary sewer collection systems and storm drainage collection and conveyance systems. Mr. Peck further has extensive experience working in the complex Lake Tahoe regulatory environment, which includes experience working with Tahoe Basin agencies (funding, regulatory and governing) and regulations and is an invaluable asset in the development of complex projects within the highly regulated Lake Tahoe Basin.
Paul Wisheropp, PE, has 33 years of experience in water resources engineering with emphasis in hydrologic and hydraulic analysis, water management and floodplain analysis. He has managed projects and conducted studies in water resources planning, flood control, hydrology and hydraulics, reservoir operations, sediment transport, environmental documents and bioengineered design of water resources features. Mr. Wisheropp has both prepared technical sections and managed several large and small water projects in California and Nevada for local and federal government agencies. Mr. Wisheropp has extensively used computer modeling for the analysis of water resource systems. Modeling tools he has used include hydrologic and hydraulic programs such as XPSWMM, HEC-HMS and HEC-RAS. Mr. Wisheropp has also developed specialized spreadsheet models for applications such as hydrologic analysis, data analysis, reservoir operations, water supply management, and impact assessments. He is experienced in evaluating and sizing weirs, culverts, pipe networks and basins.
Andrea Manha, PE, is licensed Professional Civil Engineer and a certified SWPPP Developer and Practitioner with over four years of experience in Environmental Engineering in the Lake Tahoe Basin. Her areas of expertise include erosion control, stream/river/watershed restoration and water quality improvement. She is proficient with AutoCAD Civil 3D and has utilized the program to design storm drain systems and water quality improvement features for projects in the Basin. She has also performed the hydrologic and hydraulic modeling for these systems using the XPSWMM program. She has worked closely with a number of Tahoe agencies and has written an approved drainage report for Caltrans.
