The closed A and L Salvage site in Lisbon, Ohio is nearly capped. With about 25 percent of the synthetic membrane or plastic cap in place, the 42-acre project is expected to be finished by the end of October. New Orleans flood wall project gets a $17.9M construction contract

The Army Corps of Engineers has awarded a $17.9 million contract to a construction firm in New Orleans to reinforce the flood walls and levees along the city's London Avenue Canal, which failed during Hurricane Katrina in 2005. Animal Waste: Let's Talk Turkey

The number of permits issued for Concentrated Animal Feeding Operations (CAFOs) lags the number of approved operations, sometimes by a considerable margin. For example, in Wisconsin, a single CAFO permit covers 55 sites controlled by a corporation that specializes in turkey production. Prior to 2002, the state had issued permits for each site. This change in permitting means that the reported number of permitted operations fails to give an accurate picture of how fast the CAFO market, with its more severe waste management and runoff control needs, has expanded. CAFOs are large operations for beef, poultry, dairy, and pork production, generally raising more than 1000 animals on a single site. In California, some dairies have more than 3000 cows, and the amount of exposed waste has led to the dairy-rich San Joaquin Valley posting air-quality ratings as poor as Los Angeles' and Houston's. The US Environmental Protection Agency (EPA) and state regulatory agencies are particularly concerned with waste management and runoff control on barn-confined and open lot operations. (Pasture-grazing operations do not present the same immediate threats.) Still, CAFOs are the trend, even for former small farms as they struggle to compete. Needs in the industry: Better waste lagoon design, waste liners, lagoon containment covers (tied to methane harvesting systems) and runoff control methods affiliated with NPDES. Many CAFOs must file for National Pollutant Elimination Discharge System (NPDES) permits.

Strange Specifications

While specifications are to help provide stability, consistency and professionalism in engineering and construction, they can also lead to problems--especially when their authors do not seem to see the full implications of their assumptions. In example, Ian Peggs of I-CORP INTERNATIONAL writes about the placement of leak location in specifications and how some of these specs provide CQC but not real CQA. Errors of assumption like this may lead to facility failures.

IECA organizes its work into 8 technology sections: slopes, stream restoration, vegetative establishment, stormwater management, wetlands, erosion and sediment control, beach and shoreline stabilization, and wind erosion. The "Hot Topics" for 2010 are LEED for new construction, sustainable sites, water efficiency, energy and atmosphere, materials and resources, indoor environmental quality, and innovation and design process. Trekkopje Project Makes History

Bateman Engineering has commenced the engineering and procurement (EP) on the Maxi phase of the innovative greenfields Trekkopje project in the heart of Namibia's Namib Desert, some 65 km north-east of the coastal town of Swakopmund. The French nuclear giant AREVA, through its subsidiary AREVA Resources Namibia and AREVA Processing Namibia Pty (Ltd), is developing the world's first uranium mine to utilise an alkaline heap leach process. The heap leach pad will comprise 30 cells in total, of which about 22 will be active at any given time, while the remainder will be in various stages of construction (stacking), demolition (reclaiming), or maintenance per the OOHLP (On-Off Heap Leach Pad) method.

Landfill Expansion in Kandiyohi

The Kandiyohi County Board of Commissioners (Minnesota) approved a conditional use permit Tuesday that could allow a privately owned demolition landfill to accept a wider range of items, including things termed "industrial waste." Jay Morrell Building Investments built the landfill to Class III standards by installing a clay bed and thick plastic liner. The leachate, or runoff from the landfill, is collected.
