ADS warned against the 12-inch soil cap plan, recommending instead that a geotextile fabric be placed in between the clean soil cap and contaminated soil, to provide a temporary and long-term erosion barrier, in the event that erosion of the cap isn’t immediately noticed, and to provide a visual signal that erosion of the cap is occurring.
