Rapid City, South Dakota has been growing, and with it has come the pollution and runoff problems associated with development. The city council passed on Thursday three new ordinances to address stormwater and construction site runoff. Permits and ready solutions are now needed and the public works department has agreed to respond in a week to applications. The city recently authored a sediment control manual.
