The city of Newburyport, Massachusetts discovered recently that its 470,000 gallon, underground, concrete water tank was suffereing cracks all around: floor, walls, and ceiling. The council voted to spend $250,000 on immediate repairs, which will include the installation of a plastic liner in lieu of the current soil cover.
