Is the Cell 1 landfill at the Ciba-Geigy Superfund site in Dover Tonwship, New Jersey leaking? Approximately 35,000 drums are buried in the lined landfill. While Ciba officials contend the cell is functioning properly, no one is disputing that a contamination plume has formed around the cell and carcinogens have been detected in the groundwater beneath the site.
